FOREIGNER
(Enmity towards foreigners)
« … Hostility towards foreigners, when it comes to its point: Let it be known that we do not have any hostile feelings towards foreigners and we wish to have sincere relations with them. Turks are friends of all civilized nations. Let foreigners come to our country; Provided that they do not harm us and do not try to cause difficulties for our freedoms, they will always be smiling here... »

EDUCATION POLICY
« … The basis of the policy that we will follow is, first of all, to eradicate existing ignorance. The children of the country should be equipped to contribute, effectively and successfully in economic life at every level of education. Our national morality should be enhanced and reinforced with civilized principles and all kinds of ideas. This is very important; I especially draw your attention. « It can be seen that our most important and most productive duties are education. It is necessary to be successful in educational affairs immediately. The real salvation of a nation can only be achieved in this way. In order to ensure this victory, we all need to work on a fundamental program as one soul and one idea. I think the main points of this program are two:
1. To be suitable for the needs of our social life.
2. Compliance with contemporary requirements. »
